The Start Date / End Date specify when the rule should be active.
When the rules gets active on 8/1 Mail Scheduler Pro thinks it has missed the March-schedule and sends the message.
To prevent it, set the Start Date to the scheduled date.
But, I agree it's too complicated. I'll recheck the logic for the next update.
